The reason, why the comments will be moderated is that
the Estonian state court, i.e. the highest court level within
the Estonia, has decided in court case 3-2-1-43-09
(verdict made on 10'th of June 2009) that the owner of a
site is responsible for the publishing of damaging comments.
This means that in Estonia the site owner has a legally imposed
obligation to moderate comments.
